To Blow or Not to Blow the Whistle? An Islamic Framework

In this paper, we draw upon Islamic teachings to address two questions. How do ethics deepen and advance our understanding of the whistleblowing act? To what extent are promoted in practice? First, have undertaken a thematic content analysis holy book Qur’an, supported by Sunnah (Prophetic Traditions). This has yielded novel ethics-based framework comprising five aspects process: What should one blow whistle about? Who whistle? Why And Whom Second, using developed framework, analyzed policies 20 banks financial institutions across 11 countries. reveals that there exists narrow view ought be reported as wrongdoings, confined scope potential whistleblowers, lack connection with motivations, missing steps actual process, gradation relation rectifying corrupt acts, thus highlighting framework–policy gap. is first study conceptualize process from an perspective.
